Powered land is the new scarce asset

Grid capacity, not construction capacity, now sets the pace of data center delivery in Europe. Powered land has become the binding constraint of the AI build-out.

The constraint has moved upstream

For a decade, data center delivery was a construction problem. Land was available, grid connections were procurable within eighteen months, and the critical path ran through shells, chillers and switchgear. That world is gone.

Across Western Europe, transmission operators are quoting energization dates in 2029 and beyond for connections above 100 MW. In the most constrained nodes, the queue is effectively closed. Capital is abundant; firm power is not.

What "powered land" actually means

A parcel is powered when four conditions hold simultaneously:

  • A signed or firmly reserved grid connection agreement with a defined capacity and energization date
  • Planning or zoning that permits a data center use case without a discretionary rezoning risk
  • Physical deliverability: substation corridor, water or dry-cooling strategy, heavy-load access
  • A corporate wrapper — typically an SPV — that can be transferred cleanly to an operator or investor

Anything short of all four is land with an option on power, and should be priced as such.

Why the market misprices it

Most transactions are still underwritten on a euro-per-hectare basis. The relevant metric is euro-per-MW-per-year-of-time-advantage. A site delivering 100 MW in 2027 is not a variant of a site delivering 100 MW in 2031 — it is a different asset class, addressing a different tenant, at a different yield.

The implication for developers

Origination discipline beats capital scale. The developers winning today are those who secured queue positions before the AI demand shock repriced them, and who structured each position into a transferable vehicle from day one.
